I am having this same issue, unfortunately when I follow the steps to reset it says my security questions can't be reset because Apple doesn't have enough information, then no other options are given.

It shouldn't be that hard to reset security questions, apparently because of point 5-"Follow the onscreen steps to verify your identity. If you don't get any options to verify your identity, you can't reset your security questions at this time."

I guess I will e-mail support, since this answer doesn't say why they won't let me reset security questions, or what information they want to verify my identity.
