Thank you for using Apple Support Communities. Based on what you stated, it seems like the scrolling is jerky. You have not mentioned if it is one application of all applications. This can be caused by a few things. I would recommend you read these articles, they may be able to help troubleshoot the issue.
One thing we can do is to boot into safe mode and see if the issue persists. Safe mode will disable 3rd part apps that may be causing the issue.
Try safe mode if your Mac doesn't finish starting up
If the issue goes away we can disable login items that launch at startup.
