Q: Maximum Number of Photos

I personally would expect that performance especially on launching would be slow with 600,000 photos - my large library has 80,000 and takes a while (25 seconds or so) to launch
As to other programs probably a more general Photo site would be better to ask - the people here use Photos which is why they are experienced Photos users and of course you need to consider what other requirements you have when considering software -
