My Model Number is AE but FaceTime does not work in Sri Lanka. Why would that be???

You may be from Sri Lanka, but the model you provided indicates the iPhone is meant for the Middle East where Facetime is banned in some countries and restricted to specific carriers in other specific countries.
Outside of those carriers in those specific counties that iPhone will not have Facetime.
All iPhones have FaceTime but FaceTime and FaceTime audio calling might not be available for all countries, regions, or carriers.

As I understand it iPhones sold in Jordan, Qatar, Saudi Arabia, or the United Arab Emirates cannot use Facetime because it is forbidden by law, and furthermore cannot use Facetime even if removed to a country which does allow it.
According to Apple's Knowledge Base, that applies in Pakistan as well, but not Jordan or Qatar.

Well here is the problem the phone is bought from saudi arabia but some phones in the above mentioned conturies are smuggled from another countries such as the US and UK but is there is any website i can put the serial on to find out
Again, it is the model number that you need to be concerned with. Look for the AB, AE, or AH as Neil indicated above.

That model is for the US market, and most likely it is carrier locked.

If you bought it from an Authorized Apple reseller, it won't have facetime as they are the only ones plugged into Apple's official supply chain and thus their devices are preconfigured to conform with local law.
Whenever you buy from a non-Authorized reseller, anywhere, all bets are off as to just what you are buying. Since by definition, an unauthorized reseller has no access to Apple OEM supply, you have no idea of where they obtained the devices they are selling, what condition they are in, or even when they were originally purchased (somewhere) and the warranty began to expire. Buying from an unauthorized reseller is really no different than buying used from a private party - you pay your money and you take your chances.

Not sure what you mean by "mishaps", but the device that you provided the model number for is an Arab Emirates iPhone model. It will never have FaceTime.
