Q: downgrading from Sierra back to El Capitan Installer yields message that Version of El Capitan is too old to run

Upon attempting to downgrade from Sierra back to El Capitan, after downloading the purchased version of El Capitan the Installer yields a message saying that the version of El Capitan downloaded is too old to run?? I have followed all instructions and am at a stand still...  What gives??
