Q: Backup taken lots of storage

My Macbook Air is recently running out of storage. As I check storage information, it shows that there are ~12GB of backups that doesn't make sense. Time machine on my Macbook is off, and had never turned on before. Is there a way to locate those backup files and track where they are coming from?
