Q: Hard drive memory is filling up... external hard drive (Porsche Design) is filling up. I've been told I can export my pictures onto blu ray discs via a blu ray disc burner. Is this correct?

I just want to safely move a majority of my pictures off the Mac hard drive AND off the external hard drive. I'm told blu-ray discs hold more data than traditional DVD-Rs

All I need is a reputable blu-ray disc burner.

iMac (24-inch Early 2009), OS X El Capitan (10.11.5)

You can export the photos to a folder outside the Photos library and burn this folder to a DVD or other disk. But that that would just save the image files, not your work you invented in creating albums, and you would no longer be able to revert the edited photos to the originals, unless you export the photos twice - the edited versions and the originals.

it would be preferable to get a new external disk where you can archive your current photos library as a library. It needs to be on a volume with read/write access, or Photos cannot open it. You cannot store the Photos Library itself on a blue ray disk.
