Q: People scan has been stuck for 10 days now.

No amount of reboots or fixes suggested here has made the scan move. Stuck on 23,754 with another 38,010 to go. I really hope this is an issue that Apple is looking at. None of the public betas for Sierra have fixed the problem either. About 2 weeks ago I did a repair on my photo library but all that did after the repair was cause my system to upload my ENTIRE library again to iCloud Photo Library. 160GB, good thing I have a fast connection but it still took 4 days.

All my photos are stored locally on my system.

Any new photos that I add get scanned.
