for the last couple of days, iTunes has failed to download the app updates.
iTunes says zero KB of 58.3 MB - stopped (err = -3259)
last night i tried to update the apps directly on my iPhone 6s plus which also failed

that appears to be for iOs updates, i get that the error-3259 is for connection time out so i tried the dns flush
but the run command wouldn't accept the command.com command
my issue is with the apps aren't updating

May I suggest a force restart of your iPhone after clearing all the open apps?
so last night i did the force restart on my iPhone.
today the majority of the apps appear to have updated
according to the 'Updates' screen in the app store app on the phone.
all of the icons for the 'Updates' screen in the app store app are grey'd.
same with my iPad mini
the remaining app is still unable to be downloaded.
same with my iPad mini
searching for apps in the app store app there are no images
for both app icons or preview images
just successfully flushed the dns on my pc through the command prompt
app updates in iTunes are still failing to download

i just refreshed my ip address & now iTunes is updating the apps

But if I may ask, why don't you just update your apps through iOS instead of using iTunes?
normally i do but the last couple of days i have been having issues.
last time i had issues it was an iTunes update that resolved it, i thought
it might have been the same this time.
