Downgrading the iOS version isn't supported by Apple.

If you say what problems that you are having, and what you have so far tried to see if it fixes/improves things, people on here might be able to help

(Your tagline says it's an iPad 2, that model, and the iPad 3 and original Mini, don't support iOS 10)

"Delete" as in, go back to the previous version of iOS? Then no, you can't. Backdating/downgrading/reverting back is not supported by Apple.

If you mean you want to delete the downloaded (to your device) update from the iPad (you can only do this if you have not installed it), then you can do so under Settings/General/Storage & iCloud Usage/Manage Storage, then find the iOS update app, tap on it, then tap the "Delete App" button.

...but I have a hunch you want to backdate iOS 10 so in your case, you are out of luck. Once installed, you can not revert back. Nothing you "delete" will bring back the previous iOS version that was on your iPad.
