Q: Icloud photos vs. Imac photos; primary?

A standard question I'm sure. How do I make my Imac photos the "primary" set of photos so that Icloud photos show the same Files? I recently deleted a batch from my Imac photos however they still show up in Icloud photos and IOS device photos. (Iphone and Ipad)

    iCloud Photo Library can only sync with your System Photo Library.  While viewing the library on your iMac open the Photos Preferences > General. If your library is the System Photo Library, the option "Use as System Photo Library" should be grayed out.

    I think I uncovered my issue....I changed ICloud ID's (had both a XX@me.com and XX@icloud.com) which was creating synch issues with all devices....my photos are still uploading to Icloud...takes awhile at 50K photos...thus the libraries are still synching. thank you
