I'm using Image Capture 6.8 and can no longer scan multiple pages into a PDF document. Instead only the first page scans. I think this began happening after I updated to OS Sierra, but I'm not sure. Is there a fix for this?

So I've always combined faxes into a single document, the problem now is that it doesn't work. Before this problem arose, I used Image Capture on the "Black & White" setting with the "combine into single document" box checked and had no problem adding multiple scans into a single pdf document.
Now, whether I use "Text" or "Black & White" with the "combine" box checked, Image Capture acts like it's scanning more than one page, but it doesn't.
I tried rebooting in Safe Mode, and the problem was the same.
I really don't want to have to save a multipage scan into separate documents per page, but unless I can find a fix for this, or find a scanning program that works with my printer, I may have to.
Any thoughts?
Your reference to faxes has me confused. Are you scanning pages of faxes to combine them into one pdf file?
Give VueScan a try. I use it to scan multiple pages into one pdf document. They have a demo version you can try (it puts a VueScan watermark across each page) to see if it will do what you want and is worth purchasing.
Note: if the 64 bit version doesn't work for you try the 32 bit version. That's what I had to do for my older Canon scanner.
Also have the scanner turned on before launching VueScan.

Sorry about the fax reference. I often scan faxes for my records. What I meant to say was that I scan multipage documents into a single PDF file using Image Capture, but now I'm having this problem.
I'll take a look at VueScan as I hope for an Image Capture solution.
Are you saving your scans to a drive other than the system drive (Macintosh HD) ?
We were having the same issue here (only the first page was scanning) and I found a blog post of somebody else experiencing the same problem. It seems scanning to the system drive is an appropriate workaround.
Furthermore, Old Toad's answer is actually incorrect. Combining is not only available for Text scans, but is also meant to be available for Black & White and Color scans, as long as the target file type is PDF and has never been available for PNG - it has been this way since Snow Leopard.
