Q: Apple ID never connects for activity sharing

I Have been using the beta watchOS and iOS 10 for some time now and have yet to get the apple ID to actually load so that i can use activity sharing.  This is the screen I am getting and no matter how long I wait is never changed.

I have:

  • Restarted / reset my watch 3 times with complete removal of all apps and settings
  • Restarted / reset my phone once with complete reset

 

Am I missing something here?  Why does it continue to do this?
