text messages in english change to chinese when sent , how do i fix

I'm having the same issue but only on English texts sent to windows phone users. Started 2 days ago. No issue sending imessage to iPhone users. Appears to be a cross device and cross platform issue.

no, not just windows phones... had an android user and an iOS user say IMs sent in english on iOS10 are showing up in chinese on their phones.
