Hi

 

Find My iPhone cannot be set up via iCloud. It can only be set up directly on the iPhone:

 

• Set up Find My iPhone, iPad, Apple Watch, and Mac - Apple Support

 

Once Find My iPhone has been enabled on the iPhone, it can be placed into Lost Mode and also remotely erased via iCloud:
