I'm using spare iPhone 5, IOS 10.0.2.
I've created a sub account under my "Family" in iTunes for this phone. It is not connected to any phone carrier service (if that matters).
I have created several custom radio stations in iTunes.
While playing the stations:
When I select the star, and select "Play more like this", it fills in the star. = it seems to work as it's supposed to.
When I select the star, and select "Play less like this", nothing. The menu drops away and it keeps playing that song/artist.
I have also tried the "3 dots" menu on the bottom right, and choose "Dislike". It highlights the option, but still continues to play the artist/song.
I do have restrictions turned on for safari, iMessage, etc. = I allow iTunes and app store functions. No email etc.
I'm only using this to play iTunes radio in my home. Very frustrating I can not seem to customize my stations the way I would like.
Any ideas/insight?

PS/FYI - I use the same thing on my regular iPhone 6S and it works fine. (Under a different account/sign in)
