1. Resetting the NVRAM - see How to Reset NVRAM on your Mac - Apple Support
2. Resetting the SMC - see Reset the System Management Controller (SMC) on your Mac - Apple Support
3. Booting in safe mode - see Try safe mode if your Mac doesn't finish starting up - Apple Support
Although from the description of the problem, I'm not all that hopeful.
See the discussion at New SSD will not boot internally, only from USB where, to summarise, replacing the SATA cable often works, installing the SSD internally and installing the OS from an external drive sometimes works. The most problematical brand of SSD was Crucial.
