Q: Each time I check "Allow your Apple Watch to Unlock ...", it reports an internal error crash. And the process does not complete.

Not getting intermittent crash anymore, but the checkbox will not stick. When I click the "allow watch" box, it takes me to the iCloud pref. pane. No idea what it wants. MacMini (2014)/Iphone 6, watch OS 3. 2 factor on.
Both phone & iMac are using same wireless SSID, bluetooth is on, 2 factor on. etc. Both devices appear in same iCloud account.
No idea why it takes me to the Pref. Pane. iCloud keychain working fine. Can't think of anything else to test.

By the way, since watch hands off to Mac when on 5G, are you sure about your 2.4G comment?

Your Apple Watch can connect to a Wi-Fi network:
- If your iPhone, while connected to your watch with Bluetooth, has connected to the network before.
- If the Wi-Fi network is 802.11b/g/n 2.4GHz.
For example, your Apple Watch won't connect to 5GHz Wi-Fi or public networks that require logins, subscriptions, or profiles. When your Apple Watch connects to a compatible Wi-Fi network instead of your iPhone connection,
appears in the Control Center.It is not clear from the requirements in this document (Automatically unlock your Mac with your Apple Watch) if the watch needs Wi-Fi for automatic unlock or only the Mac and the iPhone.
You have already covered all corners and checked everything else, that is why I wanted to test the WI-Fi requirement. At least one user posted here that forcing the iPhone to connect to a 2.4 GHz Wi-Fi finally enabled the Auto-Unlock.
The crashes are suggesting, that it may not be a setup problem but a problem with the installed software.
Is there anything in the crash log that could give a clue where to look?
Do you have any older third-party software installed, that might have installed incompatible kernel extensions?
In that case I'd reinstall macOS.

But I am still on the iCloud page. Do I do anything more? Or should it be set at that point?If I leave that page, the checkbox returns to unchecked.

Is your AppleID a me.com, icloud.com, or mac.com AppleID and written the same way on all devices? Technically, me.com, icloud.com, and mac.com are the same iCloud account, but sign in with the same version of the AppleID on all devices.
What are your preferences for System Preferences > Security & Privacy > Require Password?
Is it set to "immediately"? If not, try that:
