Can uninstalling Parallels cause a Mac to have power failure as well as the MacOS Sierra Update?

The mac is at the point where when not in use, the Mac shuts off completely and does not respond to the power unless the Mac is unplugged and plugged back in and then turned back on.

MacBook Air, OS X El Capitan (10.11.6)

    That should not affect that.

Open console in Applications>Utilities, check the system log for the date/time of the last problem  & the Startup right after that for clues.

Click on the top line we want, Shift plus click on the bottom line we want, CMD+c to copy, then paste the text in a reply with CMD+v

A few dozen lines should be about right, hundreds or thousands won't likely be readable.

    Search for shutdown cause.

Will try that.  In the meantime, I noticed exactly when it happens.  The monitor under Energy preferences is set to go to sleep at 15 minutes but no other, "Turn Off", options are selected.  When the monitor goes to sleep, that's when the lockup occurs and the surge protector has to be switched off, then on, then the Mac powered back on with the power button on the back of the monitor and this does happen every 15 minutes.
