Q: Iphone keeps adding songs from my Macs library that I did not download to the iphone, I don't have Icloud activated.

I will be listening to a playlist and stop and then go back to it later to finish listening, I either see a random song that I did NOT download but is on my Mac at home (icloud is not enabled to my knowledge), or some other song on my phone instead of the playlist I was listening to.  I remember it not holding my place on a playlist on a previous version, but since IOS10 came out with the "new and improved" music app, it has been pulling random songs onto my phone from my computer back at home.  I prefer the music app from about 5 versions ago before the whole "put your stuff in the cloud" business, you would download the songs you wanted to play - if listening to a playlist or have it on shuffle and pause it - you could pick up where you left off.  Now it's "sorry, I'm going to randomly either not hold your place or just put in random songs that you did not download to your device".  It makes what was an enjoyable listening app, not that great.  I understand doing the whole Apple Music thing with streaming and the radio and all that is cool, but if it screws up the original part of the app, which was Itunes based - download the music you want to listen to and off you go - is so glitchy and is taking away from enjoying that app by making it do random things it didn't do in previous versions then whoever redesigned it should put it back the way it was. Much more simpler and user friendly in the past.

Maybe someone has access to your Apple ID, and is buying songs.  In iTunes preferences Store pane, if you have Automatic Downloads enabled for Music, a song purchased from any device that is associated with your Apple ID will cause iTunes (on the Mac) to automatically download that song.  This is not related to iTunes Music Library.

Find one of these songs that was added to your Mac's iTunes library without your action.  In iTunes, do a right-click Get Info on the song.  Go to Info window File tab.  Is it a purchased song?  If so, was it purchased by you?  If it's not purchased, can you tell the source for this song?  Is it an Apple Music song?

The tracks showing up are songs I had added to my itunes on my Mac, for some reason they are showing up randomly on my phone without having downloaded them to the phone or having icloud or sharing active.

Find one of these songs that appeared on your iPhone in your Mac's iTunes library.  Do a right-click Get Info on the song.  Go to Info window's File tab.  Is this a purchased song (from iTunes Store)?  If it's not purchased, can you tell the original source for this song?  Is it an Apple Music song (if you subscribe to the Apple Music streaming service)?
