What does 'not allow me' mean, what happens when you try to change the country on your account ? You are in the country that you want to change to ?

The card that you are trying to use is registered to the same UK name and address (including format and spacing etc) that you are putting on your iTunes account, and it was issued by a UK bank ?

Is that 'yes' to both parts, the name and address match exactly (e.g. one isn't using abbreviations such as 'St.' instead of 'Street'), and the card was issued by a UK bank ? Is that the only card that you have from a UK bank, have you got another one (preferably credit) that you could try ?
