IPhone Safari not playing .mov file in attachment

I was wondering if anyone has tried to access their email through Safari and tried to open an attachment that is a .mov file? I am unable to open the .mov file at all. I am able to click on the attachment in the email and Safari opens up another tab but the page is black with the play icon in the middle of the screen. I tried to click the play button but it does not play the video or even try to download it. I have tried this scenario on an IPhone 5s, IPhone SE and now the IPhone 7 Plus.
