In-app purchase help. Nothing is working, help

EVERYTIME I try to make an in-app purchase it ends up not going through. I've checked time and time again to make sure my credit card info was right which it was, I even re entered it to make sure. again nothing. I don't understand what the problem could be ...Someone please help!

iPhone 6s Plus, iOS 10
