On my iPhone 5 it says I have 2,375 pictures and videos but right after I back up my phone iCloud only says I have 1,407 photos and videos stored? I looked a little harder and it has the correct dates of which all my photos were taken between but its missing a lot in between. Same with my videos. I just started using iCloud so I'm curious if maybe I'm doing it wrong? Help me!

Try toggling iCloud Photo Library on/off to see if that might help it upload the missing ones.
Have you tried signing out of iCloud and then sign back in?

If you have the iCloud Photo Library enabled, there are no photos in your backups.
Are you syncing your photos with iCloud Photo Library? That is settings > iCloud > Photos > Photo Library enabled?
iCloud will not store them twice... once in the library, once in a backup. It's one or the other.
