DesktopsUsually where an official Apple Store (owned by Apple, Inc) they can inspect and perform
some diagnostics in those locations; often without charge for non-repair services. However
this would not include those independent authorized repair services or the non-Apple owned
store locations that are authorized to repair the products.
If you ask - when requested to pay a fee for diagnostic - if that fee would be deducted from
a total repair billing (since you'd have paid some toward that, if charged for diagnostic) that
may also give you an idea on what kind of total may be involved.
Do you have a specific hardware issue that has been stubborn, non-reactive to software; or
other resets? ~ Is this related to the MacBook Pro listed in bottom of your post?
