Should none of the above work I recommend resetting your phone to factory settings without the sim card inside.

While, if this is an unlocked iPhone, then you can try inserting some other carrier's sim card to check if you're getting network on other carrier on NOT. In this way, you would able to know if there is an issue with your sim card/carrier, or your phone. You can also try inserting your original sim card into another phone, to see if you're having the same network issue or NOT.
In any case, I would recommend contacting directly your carrier, or Apple Technical Support.

Apple has today released iOS 10.0.3.
