Amy I'm doing great, thanks for asking! I see you’re having some issue with the software on your iPad. What’s going on?
fjnorman1 iCloud Photo Library not syncing across devicesEver since upgrading to iOS 10 and macOS Sierra, iCloud Photo Library is not syncing across devices, Mac Book Pro , iPhones, iPod and iPad. Is Apple working on this issue?
Amy I’m currently showing that both the iCloud and iCloud Photo Library services are up and running so we aren’t aware of any issues with those services at this time but I’m happy to help find a resolution for you.
Amy Can you provide me with the Apple ID that you use for iCloud?

Amy Thanks! So if you go to Settings > Photos & Camera, all of your iOS devices have iCloud Photo Library enabled, right? If so, are you using the “Optimize” option or the “Download and Keep Originals” option?
fjnorman1 Yes all devices set to iCloud Photo Library, and the MacBook Pro is set to Download and Keep Original, all others set to Optimize.
Amy Ok, there are a few things that I would like to try here. Firstly, I want to suggest that we change your iCloud storage option. Right now you guys are subscribed to a 20GB iCloud storage plan. We changed out storage plans a few months ago to provide 50GB for the same cost as the old 20GB plan. So you should be able to more than double your iCloud storage plan for the exact same cost.
Amy If you want to do that, we can rule out any storage limitations here.
Amy Settings > iCloud > Storage > Buy More Storage. You should see the 50GB plan listed there. Again, it’s the same price that you’re already paying.
Amy Then, we can check to see if the photos start to upload. If not, we can try forcing a manual backup.

fjnorman1 No new activity or syncing on devices regarding iCloud Photo Library.
Amy Let’s try toggling your iCloud Photo Library setting. On just one of your devices, switch it off and immediately turn it back on and let’s see if that prompts them to start uploading.

Amy Are they reporting low iCloud memory or low memory on the respective devices?

fjnorman1 Looks like I need to free up some memory on devices that are not syncing.
Amy Having them all set to Optimize storage is the best option but, synced photos will still take up some space on the devices because it has to hold at least the lower resolution versions for the thumbnails.

fjnorman1 Is that all we did, is just increase iCloud memory on server from 20GB to 50GB? Or did you do something on your end?
Amy Nope, I didn’t make any changes here. So all we did was just increase your iCloud storage and then toggle the setting so that it would realize a change has been made and start syncing the newest photos.
