how can I speak to someone or get refund of something I was charged but did get? Skype credit top up - for iphone

    You've contacted Skype about not receiving the IAP ? If you have and they can't/won't help try contacting iTunes Support : http://reportaproblem.apple.com, or use the 'contact us' link at the bottom right of every page on here.

    Did you really get charged, or was it an email claiming a purchase was made on your account? If the latter, did the email also have a link to "login" and have the purchase removed (or similar)?

     

    If so, it was nothing more than a scam to get you to give the crooks your Apple ID and password. Do not click any such link. More importantly, DO NOT enter your info in the fields their web page shows.

     

    To check and see if you were really charged for an item, open iTunes. With the Store tab selected, click on Account in the right hand column. Scroll down to Purchase History and click the See All link.

     

    If the Skype item is in the list, then someone did indeed purchase it on your account. If you don't know who that was, go into your Apple ID and immediately change the password to something that isn't easy to crack or guess.

     

    If the purchase is not listed in iTunes, then the email is a scam. Ignore and delete.

    Skype for iPhone, "Skype Credit" top-up charged $5 to my paypal ... I had tried the transaction but it failed .... that was 10 days ago .. now they are charging but no service delivered ,,, I did try the report a problem you suggested and it sends me to a skype page and there is no place to complain about this ... no phone to talk to someone?

    The 'report a problem' site (http://reportaproblem.apple.com) is an Apple site, it lists purchases on your iTunes account during the last 90 days and lets you select and contact iTunes Support about a problem with a particular purchase - is that not what you are getting ?

     

    There isn't a phone number for iTunes Support, but if the above isn't working you can contact iTunes Support via the 'contact us' link at the bottom right of every page on here or https://www.apple.com/emea/support/itunes/contact.html - both are likely to want the iTunes order number, which you can get from the emailed receipt or your purchase history on your computer's iTunes : See your purchase history in the iTunes Store on a Mac or PC - Apple Support
