Q: Can Reminders be made to recur?

I'm pretty sure you can. I'm on Sierra, now, but seem to remember that you could also set recurring reminders in El Capitan. It does work in Sierra for sure.

Depending on what you want to do, you can also use Calendar.

With Reminders, it provides the capability to "check them off" whereas Calendar doesn't really do that.

Yes. I use it for several tasks. In Reminders, under At a Location is "repeat" that to the right shows "None". Click on "None" for a dropdown list of options. Choose an option and follow the prompts or select Custom. See visual screenshots.
