IMessage not working for single contact

I have been unable to receive any iMessages from one of my contacts, however all of my other contacts work fine. It tells me my messages have been delivered however they are not received by the other person, and reversely their messages say delivered and are not received. I have turned off my iMessage and signed out and logged back into my Apple ID, with no success. All of my other messages are received and send fine. This all started after downloading the iOS 10.0.2 update. HELP!

IF you can imessage everyone else in your contact except for this one person, then the issue is probably with that person phone, not an IOS 10.0.2 issue.
