Q: Mac Pro cannot restart or shutdown from apple icon

my Mac Pro is version 10.11.6

I cannot restart it or shut down from the apple icon

i have to do it through the power button.

can anyone help

    I had the same issue this morning, plus, Safari was totally absent, I could not connect to it. I had to force shut down the computer. I wonder if its related to an email I opened, topic related to Apple  products information titled 'iDrop News" and Your iPhone is Secretly Tracking your Every Move, its link for more information was the start of my Safari shut down.
