    Because it is housed on your Macbook Air. iCloud Drive is a folder location for documents, folders, and files that you wish to sync with iCloud and with any other devices and computers that are signed into the same iCloud ID and that are using iCloud Drive.

     

    It is a separate section so you know what documents, files, and folders have been specifically moved into iCloud Drive for sharing.

     

    iCloud Drive is a sharing service just like iCloud Photo Library, and the basic iCloud services like Contacts, Notes, Calendars, etc.

     

    This allows you to have access to, and then to update, modify, or delete those documents, files, and folders from any of those other linked devices or computers. They are on your Mac so you can work on them whether you have a Wifi connection or not.
