use the contact us at the bottom of the page to speak with an apple representative.

Did you owe iTunes anything ? If not you've tried logging out and back into the account ? If you can't see where it went you could try contacting iTunes Support and see if they can - use the 'contact us' link at the bottom right of every page on here.
