I see that you recently updated to macOS Sierra and now the up and down directional buttons on your keyboard don't work anymore. I can imagine how that would be annoying, I definitely wouldn't want that to happen to my MacBook.
I think the best place to start for this issue is with some isolation testing. I would like you to try this in safe mode and a new user account to see if you get the same result. Testing in safe mode is a way to start up your Mac so that it performs certain checks, and prevents some software from automatically loading or opening. Testing in another user account allows you to log in as another user to figure out if unexpected behavior is related to a specific user's settings or files.
