I'm currently using Xcode 7 on mac os Sierra. When I try to intall "rbenv" to install "Ruby 2.2.x" I get this error :
Error: Your Xcode (7.3) is outdated.
Please update to Xcode 8.0 (or delete it).
Xcode can be updated from the App Store.
I don't want to use Xcode 8 for the moment. So is there any solutions for this issue ?

To expand on anonyme4321's comments, Xcode 7.3 is not officially supported on 10.12. You need to download Xcode 8 to develop on 10.12.
Xcode 8 does not compile Swift 2.2 code. Apple provides a tool to convert your code to either Swift 2.3 or Swift 3. When you open your project in Xcode 8, an alert will open asking you to convert the code. Converting to Swift 2.3 is the easier short-term path. You can also choose Edit > Convert > To Current Swift Syntax to run the conversion tool.
thanks for your replying. I have installed Xcode 8 but I got another issue with ReactiveCocoa I got this message :
"framework not found ReactiveCocoa for architecture x86_64" although it's installed and worked without any problems before. Is it also because of the OS version ? if yes what can I do in this case ?

I haven't used ReactiveCocoa so I don't have a solution for you.
You should look on Stack Overflow and see if someone else had a similar issue. They have a tag for ReactiveCocoa questions. You could also ask the ReactiveCocoa developers about this.
Your chances of getting an answer here are slim. 80% of the questions on these developer forums are from people having issues with their iPhones, thinking that they're reaching Apple's developers. The off-topic questions scared away a lot of programmers so there's not many people left to answer actual programming questions, which stinks for people like you. Most of the programmers who are still here use Apple's frameworks instead of ReactiveCocoa.
