Why won't iMessage effects work at the same time as the 3D Touch?

Sending iMessage effects is slightly different depending on whether or not 3D Touch is enabled. When it's disabled, you tap and hold the send arrow. When it is enabled, you need to press (put more pressure on than a normal tap) the send arrow.
