The first thing we want to ensure is that all your data is safe. You can make a backup in iCloud or iTunes using this article : How to back up your iPhone, iPad, and iPod touch.
Since you have restarted the iPhone and reset your network settings, the next step is to try restoring your device from a backup using this help article: Restore your iPhone, iPad, or iPod touch from a backup. If you do not have a recent backup to restore from other than the one I recommended you make prior to us starting our troubleshooting today, there is another option to get your iOS reinstalled without erasing the data on your iPhone as described in this help article: If you can‘t update or restore your iPhone, iPad, or iPod touch. Please pay close attention when you reach step 4 which says "When you see the option to Restore or Update, choose Update. iTunes will try to reinstall iOS without erasing your data." to get your iOS reinstalled. Test if the issue is still occurring.
