scanning bar on my ipad is blocking unlock feature

Try a reboot press & hold power button & menu button hold both down until you see apple logo
If you still can,t unlock ipad with passcode go to support.apple.com

Hi. If Brian's suggestions don't help, please explain what you mean by "scanning bar". We cannot see what you're seeing, so a good explanation would help. You may be able to get around it by swiping right and selecting a widget from the Today pane. That should give you the passcode keypad, then the selected app.
after i reboot (hard reboot) i am taken to the lock screen to enter my passcode. I think the bars are part of accessibility app. both horizontal and vertical bars are scanning the screen. The prompt to enter passcode is visible, but I can't enter the code
Do you know which accessibility feature you enabled to cause this? If it is accessibility, there will be a way to handle it, but the methods can be arcane. Ah. It sounds like you've enabled Switch Control, with Point Scanning, as described here Use Switch Control to navigate your iPhone, iPad, or iPod touch - Apple Support. Supposedly you can use your Select switch to stop first the vertical bar, then the horizontal bar, to highlight a point (button in this case). Then select the tap action. If you've accidentally activated the Accessibility Shortcut, triple click the home button to turn it off.

do i have to have an internet connection?
Hi. You don't need an internet connection to deal with your Accessibility problem. You need a device on the internet to read the documents I referenced, but you obviously can do that since you're able to post here.
If you have wifi and a iPad 3 or above can tell Siri to turn off switch control.
Also triple clicking the home button sometimes turns off Accessibilty features.
