Hackers broke into my mothers AppleId and demand money, no access to ICloud, everything is blocked. What to do?

I am almost sure that, after following our good friend tt2's link, you will need to Contact Apple Support. Only Apple employees (we are user-volunteers) can work on your accounts 'behind the curtain'
