Adobe PhotoShop Elements 14 Organizer

Ever since the upgrade to MacOS Sierra. My app adobe photoshop elements organizer will not load. I get the following msg:

Photoshop elements is already running but is not responding. To open a new instance, you must first close the existing photoshop elements process or restart you system.

I have done a force close and have rebooted my mac and I still get the same response when I try to open the app.
