Q: When texting to a Samsung Galaxy 5 user, they receive my texts in Chinese when I am typing in English.

Sounds like it is an AT&T issue:

Text messages are being sent in English but other people are saying they are in Cheinse. I have checked the settings to make sure my keyboard was on English and rebooted it.

As far as I know, the recommended advice given in that thread is totally useless.

Quite possibly, sounds like this is affecting other networks and devices, not just iPhones and AT&T.
