Q: Transfer purchased Ringtones to PC

I've got 3 purchased tones on my iPhone, that I'd like to transfer to my PC. I go to File->Devices->Transfer Purchases, but nothing actually happens. Is this not possible?

Were they created with the same account that you're currently signed in with? See Recover your iTunes library from your iPod or iOS device. You might want to explore the device with iFunBox or MediaMonkey and see if you can locate and extract the .m4r files manually.
