If I go to a apple store and buy a iphone 7 plus from Verizon paid in full unlocked do I have to have an account with Verizon or will apple just let me have the phone after paying for it in full?

They will sell you the phone but you will have to activate it through Verizon. Buy the unlocked iPhone at the Apple Store instead.
