Message says my device is blocked and to call Apple Care at an 844 number. Web address is AppleCare.to. All seems very suspicious.

Do not fall for that scam.
I looked up *.tk. It's Tajikistan!
Oddly enough I was familiar with it bc it is EXACTLY on the other side of the world from Rhode Island, where I live.
