This is not possible. Uniform Resource Locator (URL)  is a reference (an address) to a resource on the Internet, not for local files on your Mac.

You can share a photo using share:

the Share menu in iPhoto’s menu bar and the Share button that appears at the bottom of the window. Each of them contain Photo Stream, Messages, Email, Facebook, Flickr, and Twitter entries.
