Q: How should I reinstall macOS ? "This item is temporarily unavailable."

I was trying to dual boot install Linux Mint on mac and during the installation did not go well, it corrupted the Hard Drive. So, I started Internet Recovery Mode and formatted my internal drive and tried to reinstall OS X, but kept getting the error "This item is temporarily unavailable".

Is there any way I can create a bootable usb in Internet Recovery Mode. Using Terminal.

I have tried the OS X Recovery Disk Assistant it does not open up in Recovery Mode.
