Go to Mail - Preferences - Accounts. Select your Google account on the left side. Select Mailbox Behaviors. Click on the dropdown for Drafts Mailbox. Select the bottom option: On My Mac - Drafts. That solved it for me.

This is still a workaround to a bug that has present well before sierra.. can anyone address "How do I stop mac os sierra mail program from automatically creating multiple drafts AND allow drafts to be saved on the server"?

Otherwise, there is no way to share drafts between different devices, which is ironic considering that Apple managed to get Handoff to work..
