You can stream from iTunes Match service while online.
Also make sure you are prepared to pay the monthly fee for either service as you will lose access to all your music if you ever stop paying for the service.

The basic differences are:
Apple Music will add DRM protection to all your music, so any downloaded music from the service will stop playing if the subscription ends for whatever reason. Apple music also grants you access to all of the iTunes store catalog for you to listen to. So even if its not part of your library you can still listen to it.
iTunes Match does not DRM protect songs, so any downloads will continue to play after ending the subscription. iTunes match also lacks access to the Apple Music catalog, so anything not in your own library cannot be listened to.
