Frozen on Enter Apple ID password screen

I forgot my apple id password so I went to reset it. I passed all the security proofs and set the new password, which is working. Then I was prompted to verify my billing info and so I did that. Then I was prompted to enter my new apple id password in settings (a seperate window). Now that pop up is frozen and with the spinning gear. I can't force a shut down, but can utilize other programs. Help!
