I use right click/Transformations/change case all the time in TextEdit, Mail, and other text-based apps but just noticed that they have removed that feature in OS Sierra Mail.app. I wonder why Apple did this, as it was so useful. Any chance of getting it back, or am I missing something? Thanks for any advice.

I can, however, suggest what, IMHO, may be even better than a contextual menu: a keyboard shortcut.
In System Preferences->Keyboard->Shortcuts, create a new shortcut, choose All applications, type the exact name of the command - in this case, "Make Upper Case" (without the quotes) - and choose a shortcut.
For this, I chose command-option-control-U:

'Transformations' still exists in the Apple Mail 10.1 'Edit' drop down menu, but yes, annoying to see it disappear from the 'contextual menu' —how can that be an improvement? Less is not always more. I have sent feedback to Apple, but thanks Luis Sequeira1 for your keyboard command suggestion! 😉
